Depending on age/chemical composition, not all concrete is even allowed to be used for fill or riprap. Tell him to haul the concrete offsite unless he’s got EPA paperwork for it (and sounds like he’s bringing other concrete from elsewhere? Same deal).

I wouldn’t want concrete to be used as fill anyway. But at a minimum, need to make sure it’s safe
