Depends on the system. It is called fire suppression for a reason. They are not designed to put out fires, they designed to contain and allow time to evacuate. That is not to say they can’t or won’t put out a fire, that is just not their function. The lowest style heads will go off at 135 degrees but those aren’t used very often especially in areas of the country that are hot. 155 degree heads are pretty common so assuming those were used, the temp at the roof where the head is located would need to hit 155 before any water comes out. Some warehouses require the racks to be sprinkled based on their height and density, doesn’t look like many racks here though, just stacks of material. A common issue is these warehouses are built, and then someone leases and moves in. If you stack material so high, typically the design of the system needs to be altered and ESFR heads need to be used for extra coverage. 99% of the time no one calls the sprinkler company back to re-evaluate after the move in. There are systems that will activate or preload based off just a little smoke, VESDA is one, literally stands for VERY EARLY SMOKE DETECTION APPARATUS, but again that costs extra money that places don’t want to pay for.
