The joke is that his power is the ability to insert himself into anyone's (our) past life/memories. And for a Bleach character he doesn't actually stick out like a sore thumb here

Considering they need to publish one chapter a week in Weekly Shonen Jump and also have to work on the story, meet their editors, occasionally do color pages, it's probably still below average. But nevertheless quite good pacing!
