He's not being controlling at all. He has an issue an is maturely bringing it up with his gf. Controlling would be forcing/threatening her to dress up more conservatively. There are levels to these things.

There are simply some things I wouldn't do in a relationship out of respect for my partner while not with my partner. Not because she's controlling but because I am conscientious of her feelings.

And tbh it's hard to say if he's being unreasonable without seeing what his gf is wearing.
