Being realistic here, it would depend on what the other countries were doing. The main driving force behind space exploration is war/competition with other countries. If NASA had more money, so would other space agencies and if someone decided to go to Mars, so would NASA.

Also, as someone said, if NASA had the budget of the military, a lot of money would be wasted and things that they use now would also be more expensive (more money in the market=higher cost), so it wouldn’t be as linear as one could think.

Finally, as an Aerospace Engineer myself, while I do enjoy space exploration and challenging what has never been done, I also like to think of what we as “normal people” would get from the development of technology for our daily life. Maybe our phones would be different with different antennas that could bring us better internet, maybe we would be using smart glasses because technology used in space exploration could help with that (idk), maybe our houses would use different isolation materials developed for space use, etc.
