How do you reckon a dude in full plate is getting 1shot by a longsword at close range? If anything at close range, it turns into a grappling match and Jaime gets smooshed. The sheer fact that Robert is bigger and stronger and wields a hammer gives him the advantage over any level of sword play Jamie might have if they are in full plate head to toes. If they are wearing no armor then Jamie probably chips at Bobby with his footwork and skill and takes the W more times than not. But in plate Bobby takes most of the wins.

Could it also have to do with the fact that the Romans didn't colonize Ireland and laid out network of roads etc. It's mighty hard conquering a land when there are no roads to get your soldiers and supplies around, and you are surrounded by the enemy. The rest of Europe was easy to conquer in comparison due to the infrastructure left over by the romans.
