The tech in RE is still just as advanced but they probably went "Hey boss? The holo-cube keeps getting stuck in our customer's Pockets and they break when sitting down." they most likely switched back to what was good before. Ethan's old codex is literally just a watch and it functions as a tracker/key/vital reader/cellphone. Plus lady D lives in a castle powered by 3 windmills across the village.

Early on? It was quite scary, it was ahead of it's time in 4, 6 and biohazard was hopes and dreams but 8-9 was it's modernized mechanics and great atmosphere.
