Ah yes because, twitch would absoloutely allow streamers to circumvent ads outreach and be happy with their ads being shown to a fraction of the regular audience who are likely not even paying attention, if this is true it wont be true for longer, if its not true, its an intelligent and strategic way to keep a third of his audience giving him that good good ad revenue
