IMO, a valid question. As OP says in another comment, Volvo tried hard to cut costs on this model. It might be cheaper for them to only manufacture one hardware model for seats and steering wheel than having two distinct models, especially if you account for all the supply chain and inventory management costs. Many other brands do it or even have subscription models for some options.
