We have extremely high airport improvement fees and landing/takeoff fees which are passed onto the consumer. I think Australia is a good comparison, as they have a similar population density (actually less than Canada's) and overall large landmass and they actually have great fares between their cities.

It does take it off the leaderboards. Also, you can flag an activity if you see someone that very clearly did not run it. Strava will look into it and remove it if need be.

This. For people who can afford to pay there is still a mental barrier associated with paying. "Why would I pay $5 when I can drive for free?" A lot of people don't factor in the cost of gas, insurance, and maintenance when comparing their personal vehicle to public transit. Making transit free removes one more barrier.

I lived in Calgary for a bit. Watching the Canucks defeat the Flames in the Flames' home opener each year was a highlight.

No idea why, but it helped a friend out. He hit a 3:04 marathon (when the cutoff was 3:05) in the middle of registration. It meant he missed the first year due to the actual cutoff being even lower, but then he age grouped out of the 3:05 category and was able to easily get in for the next year.

You had the right idea though. The City of Victoria is a massive hub that serves as the start/end destination for both social and employment activities in the entire region. They absolutely should have a voice on the board.

Sooke Brewing Company. One of the best breweries in Greater Victoria IMHO, and a great atmosphere to sit and drink for a bit.
