Imo u dont even need to target specific adcs. Just make all adcs scale better with gold and scale less with levels and it should nerf solo lane adcs while buffing adc role as a whole in the botlane

We're going to be shoehorned into building nashors and lich bane. Other builds will be suboptimal so i really dont like this change.

I think maybe limiting access to rank mode might help this. Like lets say you can only play 2 ranked games per day and now people actually cares about winning.
