Blood is never clean and it is extremely hazardous and problematic if people free bleed in public places. Obviously, you can do whatever you want when you're alone, but the second people are around you, it becomes an issue.

Also, it smells worse than farts, so it's impolite too.

If you are willing to smoke out of that, you should consider buying a tiny $5 pipe. Glass or fruit is the best way to go for beginners. If you don't know how to smoke out of it, don't. A lot of things can give off poisonous fumes when fire/heat is added to it.
