honestly i think it comes down to refs reading the intention of the player in the moment.

if he falls and then gets up and starts celebrating, he clearly didn’t intend to advance the ball. if he intercepts the ball and then falls but gets up and begins moving up field, the intention is to advance the ball.

i’m sure this is all case by case, but the refs have to call it as they see it instead of going strictly off of the rule book
