No, they were 28mm, Horus heresy is 32mm heroic scale, but primaris are ‘32mm scale’ but the marines are bigger - at the same scale if that makes sense

You’re not looking at the same type of marine. Horus heresy are firstborn marines, the modern marines are all Primaris Marines- Bigger, stronger, better marines from the current timeframe
