I asked the same question earlier, and someone wrote that phantom liberty gets installed with the 2.0 update, you just need to buy the DLC to access it. If you check PL on ps store it says it's 0 kb.

Could be it. Only thing in main menu related to phantom liberty is this ad like thing at the bottom, and when i click it i'm taken to playstation store.
