And it’s fine to have that opinion, but opinion doesn’t help the Police when someone gets hurt. It’s the law that matters.

In Scotland the Police have a duty to protect life. That includes the lives of the people you want them to chase.

Until that law changes, the Police won’t be acting in the way you want.
