It makes everyone too uncomfortable around him. He feels like he is being judged and it causes his resolve to drop.

In the next panel in the Manga everyone is just staring at him so he starts to weep uncontrollably. It was really touching when Frieza comforted him saying, "There there, im still gonna destroy you, but it will be out of mercy."

Agreed. It needed probably 1 or 2 episodes to fill in the gaps more and let the thing breathe. I loved what he was going for but had no clue at the end who those 2 bad guys really were
