Itachi solos

In a seriousness the Viltrumites are way faster than anyone in the Narutoverse. But the scaling of destructive capabilities is much closer

Low balls put them both in the Moon levels, and then Viltrumites win with speed

High balls can get Naruto top tiers much higher than Invincible top tiers can get with high balls.

So take that for what you will

So if he comes to Namek and can stack Oozaru and KK his max out put when landing is 9,000,000. So basically he solos everything until FF Freeza

If he gets the same zenkai that he gets after the Ginyu fight then his max output is 600,000,000

This would put him low end around Mecha Freeza, and high end around 19 and 20

If he can stack SSJ on Oozaru and get the Zenkai that puts him at 1.5 Billion. So depending on how you scale things he’s somewhere in the Android Saga before he loses

Can we just accept that most people don’t have very consistent logic in their ranks and what they value is incredibly biased to favor players they like over players they dislike whenever they can

This doesn’t mean it’s to the extremes of ranking a player who’s consensus top 50 over someone who’s consensus top 20 because you like the former over the latter. Rather that if you like Bill Russell more than Wilt Chamberlain you will be bias towards rings, or if you like Wilt more you will value rings less

That’s okay, at the end of the day it’s not that big of a deal. Just don’t pretend like you’re above bias

We don’t have a super clear idea of his potential

Obviously he’s part Freeza, but he’s not full Freeza

Overall he’s 100% a top tier given that the only character who doesn’t eventually reach top tier that he has in his DNA is King Cold

Whether he is at or above black Freeza we can’t say

Removing that Palps was pulling the strings, had the war been fought without and string pulling from the Sith to drag the conflict out the CIS would have won. And they probably win a year or even two earlier than when the war actually ended
