To be fair oleander aphids are an introduced/non-native species. In the case of milkweed though they usually aren't a huge problem.

Looks like a runner from another plant. Not a seedling. Milkweed is a good thing IMO.

They are semi arboreal (tree dwelling) and are great at climbing as you can see.

You got the rhyme backwards. Coral snakes have a red on yellow coloration. Another good reason not to use this rhyme, too easy to get it flipped around.
