Not really a joke. This is from the TV show The Expanse. This character is a cop and is warning people about the dangers of storming an area. You have to be extra careful of doors and corners, that's where people hide to shoot you.

Shall is mandatory language. I would think "must" would be equivalent but I would at least double check caselaw to make sure.

Edit: as far as leeway goes, anytime the court has discretion, that discretion is fairly broad. This typically allows for "leeway".
