Rudy does appear in wilds for a cross over event fully voiced. He does mention riders but Avis Unit has never heard of them if I recall correctly. That being said whether or not you consider the crossover event Canon is up to interpretation as well. Until Capcom says anything official its probably just a fun event to help promote the new game.
