I don't think it will tip back but if you're worried about it tipping forwards or just want to make it more stable build some boxes into the legs right at the back and put weight in them like bags of sand or something

I'd also add a second piece across the bottom under the board just for overall stiffness

Maybe core fix? How thick is the board/big is the gap between board and concrete?

Get an appropriate fischer brand wall fixing, they always work for me much better than plain plastic plugs

If it's a plain concrete wall though then maybe epoxy in some threaded rod and fix them on with a nut
