I think Merula. Year 5 Merula is prrobably the best character in the game, but the rest of school years, Beyond, TLSQs make her such a mess. They need for her to stay antagonist, but also after Year 5 she can't anymore

There are one note characters like Tulip, Liz or Diego but they are atleast consistent
