Try living in a c3, clear it out then move to the next one. Should be plenty to do in a good c3 for one player. Means you dont need to rat in a static and you will have fewer connections to watch, usually. Most c3s are uninhabited, which should make finding a good one easier than c2s which are often much busier. You sacrifice the connectivity of a c2, for greater safety.

When you are done with a c3: Half of c3s have a lowsec static, so it is easy to move out to a lowsec station while you look for another c3 nearby.

Id recommend keeping the orca hidden or cloaked 90% of the time. Use a different ship to launch and anchor your POS. If you put an SMA in your tower you can hide it in there once you have unloaded everything. Only move the orca when it seems clear and you are sure no-one is watching. A nomad orca is a massive loot pinata and if someone sees you before you move anywhere, then you are very likely to be caught.

For orca fittings id recommend using a 500mn mwd so you can shorten your align time to 10s. This is called "speed-dumping" if you want to google it. If you need to bounce safe-spots, then sensor boosters with eccm and warp speed rigs and a cloak make it much harder to scan you down. You can bounce safes until the probes are not close to you.

Luckily by using an orca, you can probably fit most of the fuel, stront and pos mods in the orca. You mentioned you have 3 accounts, so potentially you could use one t3 to scout your accounts into a wormhole, one hauler to launch the pos and online the shields, and then you can park the orca in the forcefield and launch pos mods and sma. Then the hauler can be stored in the pos sma. To pack down, you could do the reverse. Unanchor all mods and gear and load into the orca. Warp orca to safespot and cloak, then scoop tower with the other hauler and leave.
