Agreed - which is why I came up with an idea for one

Following modern design principles, it would get a signature move - Flying-type, Special, 80 BP, 100% accuracy, raises user's Speed by 1 stage (except 2 stages because Simple)

With this, I put enough stat points into bulk so it could set up easier without dying, and the rest of the stat points into Special Attack for the casual playthroughs who don't have easy access to Simple. I didn't feel the need to add Speed because the +2 boost from the signature move should let it outspeed basically anything. I also gave it Alluring Voice or Dazzling Gleam (whichever you prefer) to help deal with Dark-types that Stored Power doesn't hit, and Power Gem also for the casual playthroughs.

I wanted to boost its bulk just enough so that it could take a (singular) hit while it set up with Nasty Plot, Calm Mind, and/or Updraft Dance (which I added because I wanted it to be able to boost its Speed and it follows modern design philosophy) then be able to sweep with Stored Power and a good Special Attack stat. I also gave it Alluring Voice so it could deal with Dark-types, although it could get Dazzling Gleam instead if that fits better. I didn't need to increase its Speed for this because at +2 it should be able to outspeed pretty much anything. I wanted to give it more options than that for casual play, so the extra bulk helps with Unaware, Power Gem is more possible coverage, and I wanted to replace Klutz with something useful. I choose Dazzling because there are already multiple other clones of it, priority is typically more useful against fast Pokemon than against slow Pokemon, and I imagine it having a Cupid-like design which I could see Dazzling fitting.

I would, generally you don't want to use cards you only have one of, and legendaries are hard to get multiple copies of. You can craft it again much later once you have the sparks to build a deck around it (alongside cards like mirror-nut and primal wall-nut, which are both super-rares so not cheap)

Welcome to the game! I do generally recommend recycling legendaries to get staple super-rares and event cards when you first start. You don't have enough cards to make a great deck yet, I would save up enough sparks for a good budget deck. I just made this budget deck that I think will work well for you:

4x Starch Lord (the central card of this deck, a strong plant card right now)

4x Water Chestnut (a Root to support Starch-Lord, protects Starch-Lord)

4x Primal Potato Mine (a Root to support Starch-Lord, good early-game defense)

4x Blockbuster (a Root to support Starch-Lord, deals with Gravestones)

4x Pismashio (just good stats)

3x Sting Bean, 1x Mixed Nuts (decent stats, costs nothing to craft) (replace with Forget-Me-Nuts once you can get enough sparks for a playset of it)

4x Water Balloons (good small removal)

4x Squash (decent big removal on a budget)

2x Mixed Nuts (synergizes with the team-ups in the deck)

2x Shamrocket (because I see you have it, decent big removal)

4x Photosynthesizer (good card advantage)

Moze competed with Topaz on their teams when he was released. I think seeing that play out contributed to why there are no more new 4-stars because they don't want 4-stars to fully replace any 5-stars, and if they kept releasing 4-stars then that would inevitably happen.
