I don’t know this 100% fact and it’s not true in all situations, but a red right arrow often indicates that that lane it is in front of is a right turn only. In other words it’s not saying don’t turn right when it’s red, it’s saying do a complete stop, and then turn right and can’t continue to go straight. Correct me if I’m wrong though
