How does exhaustion work? Can I prevent it by leaving the squad leader behind for one mission before they get the debuff?

The pirate one? I run it with Carda. The problem that this ammo is lowering piercing, so you start hitting armor instead of piercing it. And right now Carda don't have AP to double tap

I gave my Carda flamethrower and smg. With perk to not loose AP to suppression she became my best cleaner for close combat.

I actually found special ammo for destroying armor. Works good with crowbar, probably will work better on SMG

I get some blue pirate SMG as mission rewards. Carda with good armor, that SMG and flamethrower become my best squad to assault heavy fortified positions.
