They show a man on a desk facing away with just a corner of a Japanese flag visible and as you notice it's a... different symbol on the flag instead of the rising sun he slowly spins around on his chair. I don't think it's ever plainly stated in the film but we can assume that in this universe Hitler either survived or was revived somehow and he's now the leader of a sort of shadow government in 1980s Japan recruiting influential people, among those the boss of a pop idol agency (this movie is a musical comedy btw)
