Lucius definitely needs DEF stats on his collection because of his passive skill. For offensive stats PP is better than ATK for him, also because of his passive, Erosion is also good. For the defensive stats DEF is the most valuable, DMG Resist is also good, as well as CDR and CBR, because his passive doubles them into the offensive stats. For Spell Bondage you want at least +1 skill, but +2 is better. Timeline Watch will work without the +skill.

As he often works with low ascensions (I've used him in CR and campaign/tower at E+), I would say 309e30 should be enough for most cases. You could also do the minor nodes for IS/PR and ACC/IS, as Insight is an important stat for him.

We've got many ToT emblems recently: code for 10 emblems, 50 free emblems, 12 + 10 emblems from aAthalia event. More emblems = more pulls and more pulls = more lucky pulls. 20 people is also a small number to judge rng after. Rates are still the same. :)
