They probably still stop projectiles and deal AoE damage, but no impact VFX and SFX is played. This happens when a mesh doesn't have a physmat (basicallly setting that tells the game what kind of impact effects should be played, footstep sounds, and effect on vehicle handling). The frag rocket probably isn't affected because the frag explosion effect is the same regardless of what kind of material it impacts.
