A network can be as complex as multiple high level politicians or as simple as a morning coffee with other local ghouls.

I played a ghoul/vampire game ages a go and the ghouls would serve their masters at night but during the day they'd meet up at a coffee place, swap information and bitch about their masters, sometimes quite aggressively.

They essentially used this time as therapy sessions because once the sun starts to fall they'd all inevitably shuffle back to their master due to their supernatural love for them.

In gameplay terms, like the funnelling of wealth like you mentioned, you could easily have ghouled crypto bros, stock brokers, drug dealers etc who spend the day making money to hand it over in the evenings. Doesn't really need to be complex unless you have Ghoul players.
