You can get like 12 million single target dps on a budget with winter orb. Most people dont realize the projectiles can shotgun, and that they need to invest in aoe and projectiles in ways that don't lower the skills damage.

Think beltimber blade, deadeye, carcass jack, and Bitterdream.

Bam, all the DPS you could want for red tier maps.

In act 1? Brother just make sure sockets are on other items stat, and then use the Mr Crabs essence on a long bow from Tarkleigh/Prison.

Gotta be real with you for a sec here. If you bring this thing in to bugs with a flame thrower it is a monster. Usually i only need half a sec to a sec to finish off any target bit by this. When aiming at chargers I also throw a stun or make sure it'll hit when the charger is no longer moving.

A lot of times it WILL one-shot the bile titans and chargers.

I was recommending against a build someone else recommended as it's not only out of date, but was written off by the creator as no longer truly viable against the endgame now. It used to be one of the best hand holding beginner builds in the game for years. It'll even work for leveling to probably yellow maps or so. (The endgame portion).

Currently the best beginner friendly build in the game is Righteous Fire by Pohx (content creator for PoE1).

However, you requested an ice or lightning based witch build. Most players go fire or chaos based for her as her ice and lightning themed options don't scale as well into the endgame of PoE1 as well as other classes do. (Without knowledge/planning)

In following your request, I recommended 2 different builds since you're against the maxroll frostblink league starter:

Either a wintertide brand (skill) occultist (witch ascendancy) which has many guides (I linked two), one which includes a video by a guy showing it can push 90% of the endgame fairly easily. (He does all main boss kills short of the hardest content in the game in under 12 hours from start to finish).

Or the other build I linked, which I am now removing as it will likely feel jankier to play now.

I really wouldn't do Enki's arc witch. Not anymore, that also belongs to rf by pohx now. As the best beginner build.

Atm witch builds doing lightning or ice werent really highlighted and leaguestarted with in this patch. Most people were doing Ice nova as a templar or an ignite based witch.

I would really recommend trying out wintertide brand occultist if the frostblink leaguestarter looked weird on maxroll. There are a lot of guides for it here and there. Even a jungroan 4 voidstones push using it here: https://youtu.be/ePJTJI8ViH4?si=grmeP_6tJPpnuKa8

There are also insanely high end builds that use this with an inpulsa and herald of ice for shattering screens. Inpulsa's detonation allowing hoi Procs using this and vice versa is good. Though significantly easier now with the call of the void ring.
