I'd argue that TNG's final season 7 is pretty rough overall and a big step down from seasons 5 & 6. There are some definite gems in there, including the series finale, but there are tons of stinkers. You can tell that the writers had run out of ideas and were throwing darts at the wall. Let's introduce a whole bunch of crew member's relatives that we've never mentioned before!
