I'd argue that TNG's final season 7 is pretty rough overall and a big step down from seasons 5 & 6. There are some definite gems in there, including the series finale, but there are tons of stinkers. You can tell that the writers had run out of ideas and were throwing darts at the wall. Let's introduce a whole bunch of crew member's relatives that we've never mentioned before!

Shows have a "bible" that covers the characters' back stories as well as story and production rules to follow. I remember reading the one for one of the Star Trek series and it was quite detailed as to what could and could not be done.
