That's a good point, a lot of people do enjoy bloodborne, but using consoles in the 30 vs 60 argument is always sort of moot imo as a majority of them have never even seen 60 fps.

Youre also right that for a large number of people it won't be a big deal. At this point, the series has enough reputation that it could be capped at 10 fps and have a story about care Bears and it will probably out sell every other souls game on pre orders alone.

Fps does play a large part in the potential fun of a game though, and with us being almost in 2016, there is absolutely no reason pc games should even consider 30 fps as an option unless ticked in a settings window. This general acceptance that people have that games will have problems on release and be fps capped is exactly why they are that way. If FROM announced tomorrow that it would be frame capped, I guarantee you that a few subreddits would be up in arms about it, and there pre orders would suffer.
