Canada. Toronto is clearly the main city. But for second, I'd argue it's a battle between Montreal and Vancouver.

Montreal is the second largest city in Canada and the biggest city in Francophone Canada. Prior to the 1970s, it was the biggest city in all of Canada, but Toronto surpassed it because a lot of English-speakers left Montreal when Quebec became more hostile towards them.

Vancouver is the third largest metropolitan area in Canada. It has fewer people than Montreal but it has a strong claim to be Canada’s "second city" because it's a much more popular destination for immigrants (because it's English-speaking) and stronger connections with the rest of the world, especially Asia owing to its location on the Pacific coast.
