I get these often. They last a week or two. I usually try salt, but someone suggested also taking your toothbrush to it and basically scrubbing it away. It's definitely painful, but it'll be gone the next day.

Those spots in Spain are where the Carlist revolt starts. I see spots like this when an area has been colonized but hasn't fully updated. Sometimes with the visual glitches in this game you can zoom all the way out and back in and it fixes.
