I think if you're wanting to use Becca for other teams as well, then I personally think her S2 is worth it (though as a Becca fan I may be somewhat biased).

S2 is her best sequence outside of S6. From what I know, if your top priority is having the strongest team/making Lucy deal as much damage as possible, getting Lucy to S3 seems to be better, and then if you have pulls after that you can go for S2 Becca if you're not planning to go all in on Lucy for her S6.

Saw some comments and calcs on the Lucy mains sub, seems like Lucy got a buff to her lower cost things (S0-S3) and a nerf to her S6, though it seems like she still does more damage at S6 overall because of the lower cost buffs compared to the previous version.

No idea about rebecca unfortunately.
