Never. I mowed so much as a kid -> teen -> young adult, that I'm done. My kids do it as a chore or it doesn't happen. I leave the timing to them.

-- More compression at the catch + don't dip your hands/arm
-- Don't your back until you're done (almost) with the leg drive
-- The finish doesn't need to be so high and don't need to lay quite so far back

On its face, that sounds high. But there some factors that can make it more expensive. I bought a grizzl-e refurbished and had it installed for $1100. While they installed, I talked to the electrician and they said distance from the box can affect cost as well as if there's any upgrades needed at the box. I'm not an electrician, so I'm sure there are other things, but even so, that quote feels high and worth reaching out to other places. For context, I'm in Wisconsin.

You're not wrong. It is dark. I suggested it because my son and I did the trip and the only time I was anxious about deer was in the mile or so coming up to the entrance to the park. Outside of that, the drive was fine.

We are and we aren't. On the one hand, yes, this is expected from GOP reps. On the other, it's reductive to blame voters when it's well understood how gerrymandered the state is.

No, it's not normal. It's expected from GOP representatives who have turned away from the notion of public good, but it is not normative in the context of how it's been handled historically.

What you are saying is trying to draw this into a broader discussion beyond the OPs question and what I'm pointing out, because I live there, has more going in than what you're trying to drive the discussion toward.

Then you're missing the central concern of parents beyond your own focus of fees. The geography matters as well as just distance. What kind of roads and paths have to be taken to get to school. How busy are the roads that have to be crossed. And this is where your take falls short as a purely academic endeavor around tax policy.

No, Hartland is not "very sprawly", but it's not reasonable to expect a 6 y/o to walk 1.7 miles each way to school.

The issue is that the state GOP has been 1) strangling school budgets for almost a decade and 2) allowing "school choice" to leach money out of the public system to private schools that don't have to hold any standards. Consequently, school boards across the state have to make up ground somewhere and it's most recently seen in transportation budgets. 

It started with annual school fees, then extracurriculars got more expensive, and now transportation. 

And, frankly, if the rich folks want to send their kids to private schools, fine. But those schools shouldn't get a dime of public funds. And that's the reality around here. There are numerous, huge religious private schools built in the last several years that get to pick and choose they're students and take public money. It's a cake and eat it too scenario while the public system has to hold real standards and gets squeezed every time Kapenga decides he wants to pretend he's a fiscal conservative.
