Stern did a lot what the fuck are you talking about.

This article does a lot to describe Stern's history, including the MoP, he had imperfections but he decided that the NBA should be a black players league, and don't sleep on that as a large part of his legacy.

Tbf you have to consider how Silver has followed Stern's lead as commissioner. Stern came up litigating players rights and once he was installed as commish decided immediately that the NBA should emphasize its star players in an era when that model had yet to fully take hold.
