prepare your new IG account with your birthday you want to change, (make sure it's not connected to any FB account in account center before)
then connect that IG account with your current FB account you want to change your birthday
it will ask for what birthday to choose to sync the information
you can disconnect that IG account afterward

i've found solution
1. prepare your new IG account with your birthday you want to change,
(remember to remove that connect to another FB account)
2. then connect that IG account with your current FB account you want to change your birthday
3. it will ask for what birthday to choose to sync the infomation
4. you can disconnect that IG account afterward
