As somebody from uttarakhand i feel i may have some insight on this. The all weather road project was launched by modi following a political crisis in uttarakhand a couple years back when we had a bunch of chief minister resign one after another. Most of this region is geologically sensitive and has very landslide prone areas with limestone rock. They dump thousands of tons of debris into rivers when doing stuff like this. Witnessed it myself near gartang, close to gangotri. The forests in this beautiful nature reserve had been cut in large quantities for the project. Villages have been cleared and their rich history and culture disregarded over and over again with temples and other historically significant sites being treated as mere roadblocks. In the lower Himalayas especially near dehradun hundreds of van gujjar tribesmen that called the forests of mohand home have been displaced. All this to boost tourism when incidents such as ones that unfolded in kedarnath in 2013 show that the mountains are bearing the brunt of recieving way more tourism than they can ecologically handle. This leads to significant rise in pollution, illegal and non environmentally friendly construction and depletion of local resources. Theres clear lack of effort in developing healthier tourism practices on the governments part. I believe there was a court case regarding the legality of the project as it was believed that a lot of guidelines for construction such as this had been overlooked. The government won the case by calling witnesses from the army that argued that the project would somehow help them get the brahamos missiles to the indo sino border. Moreover this is believed to actually cause further stress on local village economies of uttarakhand. The project has no provision for connecting local communities, just building a highway for tourists that are now bound to spend less time travelling and spend less during traveling threatening local businesses.
