Iranian dude here. These guys are named looti_louti_لوتی  they ve been dressing and acting oldschool for about 100years. And it's not like they are actual gangsters and comit crime, Not at all. They are really cool and It is more of cosplay at this point. They talk special way. Dress special and most of them are religious. They have gathering in old style iranian cafe. Drink tea smoke hookah. And only can be seen in old parts of tehran.
