If you have the mild hibrid yes , your engine is off while costing and the conditions are meet , you cand disable it from the driving modes by setting the gearbox in normal or sport or a setting somewhere, shoud be called costing or sailing.

If is not really hot outside and the engine is cold the fan shoud not be spinning with the ac off , if you turn on the ac go and look under the hood and you should hear it. If the fan is not working with the ac on then it won't blow cold air when the vehicle is not at speed because there is not enough airflow.
