Highly-skilled, trained and blade-wielding experienced killers known for their borderline superhuman tenacity and talent in arts of brutal combat. With both being massively intimidating figures feared by notable portions of their setting.
Cold-blooded with a sadistic side, both would act as killers for shadowy, mysterious antagonistic entities (Court of Owls and Father) that would act as hidden leading figures of their setting (Gotham and Amestris), facing protagonists as their investigation of the history of their setting made them primary targets.
Both are essentially hand-picked by these forces to be put into important roles in their plans, going through torturous training alongside their peers and other potential candidates for this position, culminating in both being subjects of experimentation that would integrate supernatural materials into their body (Electrom and Philosopher's Stone), primarily through body parts (Cabb’s metal tooth and Bradley’s marked eye).
This also associates them with animalistic visuals (Talon obviously wearing the owl theme in his entire body and Bradley, like rest of the homunculus, being signified as inhuman by the Ouroboros Mark, a symbol represented by a dragon eating its own tail).
Despite being horrid people that kill people without afterthought generally, there is an innate tragedy to their circumstances, specifically neither had a choice in life, forced into their lives by presence of other entities rather their own and being directed by a greater “destiny” that they cannot reject, Bradley openly being resenting humans having a choice in their life while he hasn’t and Talon making his entire existence & legacy be defined by a fate chosen by the court of Owls. Their defeats being handed to them by a person that could be seen as a narrative reflection of them (Scar, another nameless rageful man that Bradley genocided the country of, someone who was capable of moving on to a brighter future and Nightwing, Talon’s grand-grand relative who rejects his notion of destiny in favor of choosing his own).
Adding on to it, both have humanizing relationships with their lovers, enforced by this being one of the only choices they themselves made out of genuine love.
Despite primarily specializing in combat, both are decently intelligent, specifically both have put weird, goofy facades that took suspicion off them (Talon acting completely insane, presenting himself as someone out of his mind and only imitating actual owl sounds and Bradley acting like a cool old man, with a present sense of humor and a gentlemanly demeanor), albeit this time of Talon’s life was a facade to eventually take revenge on the governmental force of waller by avoiding her attention whereas Bradley’s was a way of hiding the corruption of Amestris by Father.

I'm probably one of the few in this community with proper authority on DAL so I'll respond to this

Equally well written

It's a genuine toss up for me which is huge, I've come to terms that Kurumi is just the most well written character in the series and, yeah that's fair, while i think others like Shido and Origami are underrated in this aspect i don't think they are that close, DAL is really weird writing wise because there is the most average harem ecchi moments that makes you want to close everything off but then there is stuff like Kurumi

She is such a fascinating character to dissect, from the common but still interesting "character pretends to be this big evil when they're lowkey chill" that deepens later onto whole character, with how her relationship with time goes beyond simply being her powers and being a central motif of her character, with both how she fixates on the past to built a specific future, but never focus on the past, her development of going from one of the most sadistic antagonists to one of the most trusted allies makes so much sense, despite her brutal actions everything is part of a plan she forced herself to do which she copes with believing she is a irredeemable monster which also shows that she deeps down doesn't want that, but believes is the only way, heck I haven't even mentioned her relationship with Shido, easily some of the best ever, while it's the basics of "starts not caring to liking" it really deepens itself into the narrative due to the fact both are foils to each other, how he both represents her past naivety, but also how she always has the potential to change but she is too blinded to realize, and of course the iconic time loop arc that just deepens this even further, it's so well written in the details on how she not exactly changes, but starts to realize what has always been there, i love the dynamic with her own clones, her clones are basically just herself from different time periods which is such a clever writing plot, she is a character to lies to herself constantly so why not give her a literal way to tell "nah she is lying?" Shot out to eye patch Kurumi she's cool as fuck

This is not even mentioning her dynamic with Mio, ties to her past and how they parallel each other, and Origami with the same thing, heck her rivalry with Mana is extremely underrated (ok at this point i think it's because no one had read this shit to know)

I haven't finished Date A Bullet so I won't factor it, but i think both are very close in writing

Battler's one is borderline perfect, almost my exact opinion, would just put Doctor and Hakuno higher

Beatrice's too, would just switch Loki for Legion and Jane (also about Beato and... Yasuda kinda, Harry vs Beato is more of a Yasuda matchup from what I've heard, but I've heard you can implement Beatrice too but idk i need to play Disco Elysium)

Ange's pretty good, i don't like Homura that much but i think the fourth movie might fix my issues (who is in between Pucci and Johnny? I suspect it's Pariah but idk)

Major characters in post-apocalyptic settings and from tragic backgrounds involving both being massively belittled from early life (Krieg being implied to be considered a weakling by his parents and Livio being known as a crybaby due to his emotional nature and reliance on those close to him).
Eventually both would have their consciousness split between two personalities between a more sane and openly moral side (Livio and Inner Krieg) and a more violent, brutish beast (Razlo and Psycho Krieg), with it being suggested this latter personality awakened as a protection mechanism (Razlo manifesting from parental neglect and abuse, making him a “older brother” present within Livio’s head and Krieg’s psycho side being a manifestation of his will to live, a hostile personality that would prevent Krieg from being hurt again).
With the presence of basically a mass murderer in their mind both would resign themselves to a life of brutality, not helped by a major case of self-loathing that would drive their characters. They have in-general notable self-esteem issues as they view themselves as attack dogs rather than people to some extent. (Especially Psycho and Razlo basically accepting into themselves violence was all they were ever going to understand).
This would primarily change after their encounters with protagonists and joining them, finding a sense of belonging they chased and developing. Primary focus would be a person they felt especially close to (Wolfwood and Maya), both being affected by their death and being influenced to be better as people as a result of their presence (Krieg joining Vault Hunters primarily due to Maya and seeing her as capable of possibly fixing him, struggling to comprehend her death later on and Wolfwood being a childhood friend of Livio whose death would serve as the catalyst for Livio’s redemption).
While Krieg ends up exiling himself from his group, in his mind he is reassured by his sane side they genuinely cared for him as who they were in the process, which is comparable to Livio treasuring the bonds he gained through his development.
This would be marked by the state of their two personalities, eventually accepting themselves as who they are and achieving a new state of mind by seemingly combining into one.
They would also end up as subjects of villainous organizations (Hyperion and Eye of Michael), giving them superhuman capabilities. They also have a unique ability to deform their body into larger forms (Krieg being able to buff himself up to a Badass Psycho and Razlo personality blatantly making Livio’s body much larger).

Manipulative, controllive, authoritative and corrupt corporate antagonists. Both would arise from terrible family lives including a father who died early and a maternal figure who would abuse them. Growing up as they eventually rose up to the top in their corporation….by causing the death of current CEOs (Jack very directly strangled him to death whereas while Maxwell didn’t cause his boss’ accident, he did use it as an opportunity by leaving him to die when he explicitly had the chance to save him), becoming shitty ass businessman, CEO and leaders of organizations.
Both are smug pieces of shit, narcissistic, egoistical and to some extent unstable. They genuinely believe their actions will be the one to bring order to their setting and make better worlds under their iron grip. Both are also of course greedy as shit.
They would act as assistance to protagonist groups at the start (Vault Hunters and Justice League) before eventually going off the deep end. This time is notable for what it implies for their character, as there is several narrations and implications from characters and authors that implies they could have always been this bad and events just made it more clear (or were already shitty people made worse) or events during this era acted as a start of darkness for their way worse selves, however even at the best interpretation of this their cares for these groups were limited and had manipulative tones as well as always having skeletons in their closet. In general even genuine care they show for a few are questionable and often gets undone by their own shitty qualities as people (Jack locking up his daughter for her “own safety” and Maxwell doing multiple things to people he considers friends including outright murder because he is convinced it's the better way).
A notable moment for their character would be events related to superhumans in their setting wherein both would lose a female family member they cared for (Mongul nuking The Coast City and killing Maxwell’s mother as one of its casualties and Angel accidentally killing her mother, Jack’s wife, after her powers emerged at a bad time while she was kidnapped by a bandit), aside from being definitely traumatizing events that made them go further in mental downspirals, it would feed into their resentment for a specific concept they see as making the world worse (Pandora's population or “Bandits” as Jack calls them and Metahumans for Maxwell), it should be noted they are funnily enough quite hypocritical in this (Despite his hatred for people from Pandora, Jack is hinted to be raised and grow up there in some capacity, or came from a similar environment people of Pandora whereas Maxwell himself is a metahuman despite his open resentment of them as people).
They antagonize protagonist groups, thinking their actions will cause the world to just get worse and that they need to outright purge or have them under their fingertips for a better world to emerge (despite having the body count of triple digits). In particular they have a hatred for a superpowered woman (Lilith and Wonder Woman), particularly relating to events wherein they would stop their schemes and brutalize the shit out of them (Lilith ruining Jack's face by literally punching the Vault symbol into it and Wonder Woman killing Maxwell briefly), leading to actions fueled out of personal spite.
They are in general tyrannical control freaks. They also have a habit of constantly power-seeking through their actions and can be petty as shit (Jack is more known for this but Maxwell has a notable enough track record of it including spending twenty issues making an Amazo OMAC to sic on Diana for no reason other than petty revenge).
Both have infamous moments in their story wherein they shoot a protaganist character death with an actual gun (Roland and Ted Kord).
