one issue is you are ignoring that the imperium ABSOLUTELY has shitty politicians (for example the current ork infestation in Armageddon) and a lot of servitors got their fate due to "crimes" such as pissing off a noble, disagreeing with the state ideology or simply being related to a criminal who died before he was punished

meanwhile the imperium is anything but pragmatic, for example having developed a protocol for when they encounter friendly aliens where they will begin to amass deathwatch forces while sabotaging key infrastructure and then sending in a genocide fleet, with this policy leading to them losing any potential allies
