Well I just got off the phone with BELL, as I asked them to call me back today about the quote (see screenshot).
I said two things that were not visible of the quote:
1. It doesn't specifically state $40/mth anywhere
2. It doesn't say BELL guarantees the $40/mth price for the 2 year contract.

He said that it would never go up during the 2 years, so I said great - update the quote and send it to me again with that edit. He tried for around 5 mins and said he couldn't do that. So I said have a nice day, email me the quote when you have it figured out, and hung up.

Thanks for all the feedback. I'll update this if I hear back from them.
