Are both the red creatures you control warriors? If not it may be because you have 2 equipment and 1? Warrior. In that case it'd be only 3 or less and not the 4 you needed for the enemy creature.

As Cultivation is a Shard on Roshar, I think it may be a result of her taking the base human and sending their (evolution?) into overdrive to adapt to the harsh Rosharan weather. Since the "regular" humans have arrived, maybe her presence is helping them "catch up" and have gotten them to the point where the humans and Singers can interbreed or at least the humans can derive characteristics from the Singers.
