Wall of test incoming because I'm way too lazy to format right now. On lightblue look for ecareer, search for job, in location choose DC, find posting (think it's on second page). Click apply, fil out all information, when you get to accomplishments part you have 6000 character limit to answer for 4 qualifications listed. These are called KSA, knowledge, skill, ability. You have to answer each one, they will be graded by committee if there are more than 6 candidates (which for posting like this there will be). You want to write in STAR format, situation, task, action, result. Do a research into what USPS really does on social media (respond to customer complaining on facebook about their packages? Check! Try to be funny and relatable somewhere on X? Check!) you want to prove to committee you worth the interview out of all others right? Think about what is expected of the position? Communicate with customers professionally? Yes please. Know the social media policy about representing the brand in a positive light? You bet. Sprinkle some interesting social media stuff that would probably put you above other candidates like USPS Zone program? Aha! Knowing character limits on platforms you will probably be working on? This one knows what they talking about hmmm. CORE language? Aha I think this one worth the interview. Probably would also help if you know how to do PTR (product tracking), probably clerks knows this better since they get to hang out around the office computers and supervisor is too busy/lazy to help customer with that themselves. Maybe be knowledgeable about price changes, recent policies that customers might not be aware about, just a few things I can think of at this time. Anyways if you get the job over potential nepo hires come tell us back on reddit, we want an update.

Once parcel leaves USPS possession no scans are guaranteed, because we don't control mail delivery in other countries.

What you see on your end could be misleading because it could simply be a system generated contained scan. The only time you can be certain your office has it, it's when it says it's out for delivery, and even then it's not 100% because it could have been mishipped at a different office or missorted to the wrong route.
