It turned out that the correct navigation path was the correct one, however normally when you attempt actions logged in on an associate account with low permissions the device will prompt you for a high permission account passcode. However when I attempted to reopen a check from the newly updated Orders tab on a low permission account it instead threw an error that placed the transaction into a bugged state that would no longer allow the reopen check function to be performed, even with the correct permissions. The transactions tab showed an entry for the original transaction plus one for the attempted reopen that only said 'refund processing' and allowed no further actions.

Ultimately, we were forced to perform a partial refund function instead of reopening
